PROCUREMENT OFFICER - IRE and UK

REPORTS TO:                   COO

JOB LOCATION:               Naas, Kildare, Ireland

DEPARTMENT:                  Telecoms

JOB SCOPE:                  

To provide commercial support to the company through end to end management of the procurement process for all procurement activity. Effectively purchase goods and services to support the business in the UK and Ireland by sourcing the right products and services, of the best quality and price, at the most appropriate time. Some travel between the UK and Ireland will be required in the role

NEEDS TO HAVE:

    • 3 years experience in purchasing/procurement
    • Third Level Qualification in Purchasing & Procurement or a related field – QS/Construction Economics etc
    • IIPMM/CIPS (or equivalent)
    • Proficient financial analysis skills
    • Experience with the telecommunications or utilities industries an advantage

NEEDS TO DO:

    • Analyse spends on all products and services and identify areas for cost savings, better service and better supplier performance
    • Develop business relationships with suppliers and stakeholders and implement the best sourcing practices
    • Drive cost reduction through process improvements, supporting all developments with expected cost proposals and estimates
    • Work with the Operations Manager on annual plans and yearly projected procurements. Working with the senior management team, agree appropriate savings and targets and report these monthly or quarterly as appropriate
    • Negotiate optimum commercial and operational terms of contracts for suppliers
    • Develop a local procurement strategy (local category plan) with internal stakeholders which capitalises on current market conditions and challenges business requirements. Lead supplier selection and negotiations
    • Support the company with commercial reviews and negotiations (including outsourcing deals) to identify and deliver
    • Improved standards of performance and contribution from suppliers
    • Efficiency improvements
    • Incremental value-add from the leading suppliers

PROJECT MANAGER FIBRE - UK

REPORTS TO:                   Project Director

JOB LOCATION:               Milton Keynes, UK

DEPARTMENT:                  Telecoms

JOB SCOPE:                  

The role is responsible for the co-ordination and leadership of a project team to deliver Fibre projects on time, within budget and to quality standards

NEEDS TO HAVE:

    • Degree in relevant discipline and Project Management Accreditation desirable
    • Good Technical understanding of Fibre & Telecommunications Industry essential
    • Understanding of the industry Health & Safety requirements essential
    • Excellent Commercial aptitude
    • At least 5 years in a similar role
    • Strong understanding of project methodology
    • Excellent oral and written communications skills
    • Strong leadership and coaching skills
    • Strong organisational ability with experience in MS Project or similar project tools
    • Proven people skills in delivery of project KPI’s and experience in customer facing role

NEEDS TO DO:

      • PEOPLE MANAGEMENT:
            • The effective leadership and management of project team[s], including the development of team[s] and individuals, site based or office based, in partnership with HR and other departments
            • Act as mentor to new Junior Project Managers on the team
            • Ensure project team has the necessary safety training/inductions to undertake site work
            • Implementation of the performance management system
            • Assisting and supporting the team in the implementation and recording of training
      • OPERATIONAL:
            • Implementation and maintenance of relevant approved processes, procedures, health and safety and technical standards and ensure their consistency with requirements of other departments
            • Management of the relevant sub-contractors, monitor performance in terms of time, cost, quality and health & safety
            • Responsible for building a solid schedule of works in conjunction with the Program Manager
            • Ensure familiarity of client specifications and update and audit sites accordingly
            • Oversee snagging process and manage all corrective actions prior to client handover
            • Responsible for ensuring all handover documentation is completed and submitted Right First Time
            • Responsible for materials and plant ordering
            • Ensure the Infratrack system is used for all site activity
            • Undertake all necessary actions and support to facilitate achievement of delivery team targets in terms of time [programme], cost, quality and Client SLA
      • HEALTH AND SAFETY:
            • Ensure all project activities/project team are fully compliant with the Company Safety Management System and relevant statutory regulations
            • Preparation of all necessary documentation e.g. H&S Plan, Site Survey checklist, Materials List (if applicable), Site Completion Pack (if applicable)
            • Ensure that sub-contractors have received appropriate safety training and receive regular audits to ensure compliance
            • Ensure that project team are wearing the correct and specified personal protective equipment [PPE]
            • Review safety inspections for sites and liaise with the Safety Officer to ensure that any recurring problems are rectified by the Crew Leaders
      • ENVIRONMENT:
            • Ensure all project activities/project team are fully compliant with all the requirements of the Environmental Management System
            • Responsible for ensuring all works are carried out in compliance with company’s environmental standard i.e. site waste disposal, materials used – refer to SHEQ-1003 and SHEQ-1022 for listing of Environmental Aspects and Hazardous substances used in the company
      • COMMERCIAL AWARENESS:
            • Be proactive in building a positive relationship with the Client Project Team
            • Ensure thorough understanding of project commercials
            • Preparation of site specific client quotations
            • Preparation, agreement and tracking of quotations for variations with client in conjunction with the Senior PM
            • Evaluation and Certification of all relevant supplier and sub-contractor invoices
            • Preparation of P&L accounts for individual sites to track commercial performance
            • Delivery of KPI’s with nominal Additional Works and stringent adherence to Health and Safety/Quality protocols
      • COMMUNICATION:
            • Attend project/programme/client meetings, as required, to ensure effective communication across the project

SAFETY, HEALTH, ENVIRONMENTAL AND QUALITY MANAGER - UK

REPORTS TO:                   OPERATIONS DIRECTOR, UK

JOB SCOPE:

NEEDS TO HAVE:

    • Degree or relevant NEEBOSH/Safety competence with post graduate qualification in OHS
    • Full Driving Licence – some travel to various site locations across the UK will be required
    • Minimum 5 years’ experience in a similar role and experience in dealing with HAS and other external regulatory bodies
    • Experience in a project management environment an advantage
    • Expert in field of health and safety and understanding of best practice in the industry

NEEDS TO DO:

      • SHEQ:
            • Overall responsibility for the continual implementation and compliance of company H&S, Environmental & Quality Management Systems
            • Champion health and safety culture and drive behaviours consistent with company policies through proactive engagement with project managers and field staff
            • Provide advice and knowledge, direction, policy and training in areas of H&S/Environmental policy and legislation
            • Responsible for monitoring and operating Management systems to ISO 14001, OHSAS 18001, 9001 and Achilles accreditation
            • Co-ordinate and ensure adherence to the accident and incident management follow up process and provide advice on corrective actions
            • Involvement in Management Reviews and provide appropriate support and feedback as part of management team
            • Evaluate, update and develop existing safety documentation-including safety statements, auditing reports and safety forms
            • Analyse data (from safety audits, incident reporting) and prepare and communicate safety trends, reports and briefings
            • Devise action plans to respond to safety trends as appropriate
            • Undertake H&S audits during site construction
            • Preparation of site specific risk assessments, when required
            • Monitor, provide feedback on driving behaviour and improve driver safety score
            • Liaise with Client Engineers and Management regarding health and safety aspect of KTL work
            • Monitor/update system for calibration and inspection of all safety equipment
            • Complete annual budget for H&S Dept.
            • Develop the behavioural safety culture within the organisation that results in a safer working environment for all
            • Produce monthly SHEQ reports for the KTL Senior Management Team
            • Develop H&S audit programmes with the individual business units, monitor findings, follow up on and close out actions as necessary
            • Promote the use of remote auditing tools to increase control on H&S
            • Ensure best practice across all business units with regards to effective use of the KTL SHEQ systems
      • TRAINING:
            • Ensure a system is in place for ensuring all H&S statutory training is up to date for all employees and all related certification is on file
            • Ensure the training matrix is kept up to date at all times
            • Support staff development by providing training which is consistent with the company and client values, policies and procedures
            • Oversee the development of training programs for the company to enable employees to develop the necessary skills and expertise for their role within the company
            • In conjunction with the H&S officer coordinate the traineeship program, including trainee onsite monitoring and assessment of relevant modules
            • Coordinate and assess new and existing employees undertaking relevant training programs
            • Source relevant external training and training providers
            • Ensure new staff complete company induction on their first day
            • Increase staff motivation by means of training, coaching, mentoring and providing feedback
